smartCARS or the smartCARS Installer Stops Working after Opening

The Problem Either smartCARS or the smartCARS installer stops working immediately after opening. The Resolution Please install (or repair) the .NET 4.5 framework with this: http://www.microsoft.com/en-us/download/details.aspx?id=30653. The Explanation smartCARS version 2 and the installer are built with a newer version of the .NET framework as it contained additional features we required. This version of .NET is not properly installed on every system yet.
